Recently, a mysterious seed fern, Lepidopteris baodensis sp. nov., dating to more than 251 million years ago (Ma), was discovered at the Baijiagou of Baode, Shanxi, China, from the Upper Permian Sunjiagou Formation. This discovery completely changed the understanding of the stratigraphic distribution of the genus Lepidopteris in China and promoted the taxonomic study of late Paleozoic plants.

Since Schimper erected the genus Lepidopteris in 1869, its epidermal structure of subepidermal swellings (formerly called "blisters") had long been an unsolved mystery. Excitingly, we found subepidermal swellings not only on the lower surfaces of the ultimate rachis and midrib, but also on the lower surfaces of secondary veins. In addition, the unique epidermal structures of subepidermal swellings on the ultimate rachis, midrib and secondary veins were revealed. The epidermis of a subepidermal swelling on an ultimate rachis was composed of ordinary epidermal cells and stomatal apparatuses forming longitudinal rows and numerous groups. The epidermal cells and stomatal apparatuses in each group were set in a concentric pattern. The epidermis of a subepidermal swelling on the midrib was also composed of ordinary epidermal cells and stomatal apparatuses that formed only 3? groups, and were set in a concentric pattern. The epidermis of a subepidermal swelling on a secondary vein was composed of ordinary epidermal cells and stomatal apparatuses, forming a concentric pattern. Because, unlike the lower surface, the upper surface lacked subepidermal swellings, the difference in epidermal structures between the upper and lower surfaces is remarkable. This situation is very rare in plants.

This research was carried out by Dr. Zhang Yi, Associate Professor at the College of Paleontology, Shenyang Normal University, Mr. Zheng Shaolin, Adjunct Professor at the College of Paleontology, Shenyang Normal University, and Dr. Naugolnykh, Professor at the Geological Institute, Russian Academy of Sciences. This article was published as a cover article on Chinese Science Bulletin (Chinese Edition) 2012, 57(24) and Chinese Science Bulletin (English Edition) 2012, 57(27).

In 2004, the noted paleontologists and biostratigraphers Rong Jiayu (Academician Professor of NIGPAS) and Fang Zongjie (Professor of NIGPAS) pointed out in the book "Mass Extinction and Recovery" that the Earth experienced a mass extinction and recovery between the Late Permian and the Triassic, traced back to 260 Ma. The climate became extremely hot and arid at the end of the Permian. The mass extinction, which was the largest in Earth's history, destroyed most terrestrial and marine ecosystems. On land, coal-forming floras, represented by Lepidodendron and Cordaites, went extinct. The Euramerican, Cathaysian, Gondwanan and Angaran floras disappeared, and a new flora, represented by Pleuromeia, flourished after the disaster. The recovery of coal-forming floras on a large scale did not begin until the Late Triassic.

Although the terrestrial and marine ecosystems of the Earth experienced their largest mass extinction in the Late Permian, the seed fern Lepidopteris became an important element of remnant vegetation and persisted through the Triassic. Thus, the study of Lepidopteris plays a very important role in understanding this mass extinction and recovery.

Which adaptations allowed Lepidopteris to survive the harsh environment? The authors believe its persistence was probably related to the subepidermal swellings, which were special tissues unique to Lepidopteris. Based on analysis of the cuticle, the lower surfaces of the ultimate rachis, midrib and secondary veins, which are related to conducting tissues, were covered with subepidermal swellings. These subepidermal swellings were probably small water storage features that absorbed water during high flows in conducting tissues and released it during low flows, like an irrigation system. In this way, Lepidopteris, a seed fern that originally needed much water to live, probably survived the hot and arid environment. Of course, subepidermal swellings are likely to have had other functions as well.

Although Lepidopteris was a typical element of the Late Permian Euramerican flora, the species L. ottonis was considered to be an index fossil for the Upper Triassic in China. As a result, the stratigraphic distribution of this very important genus in the Upper Permian of China was long neglected. The new species L. baodensis not only expands our knowledge of the biology and taxonomy of Lepidopteris and the stratigraphy of the Upper Permian of China, but also provides an opportunity to understand the relationship between Euramerican and Cathaysian floras in a paleoclimatic, paleoenvironmental and paleogeographic context.

The experimental works were accomplished in the newly established laboratory of the College of Paleontology, Shenyang Normal University, Liaoning Province, China. Specimens are housed at the College of Paleontology, Shenyang Normal University. The Baijiagou of Baode, Shanxi, China, the locality where Lepidopteris baodensis was discovered, has become an area of intense research for Chinese and foreign geologists.

    3-D videos show how plant roots navigate

    New 3-D videos showing how plant roots navigate their environment could help to improve crop growth in areas with difficult soil conditions.

    The research, outlined in the latest Proceedings of the National Academy of Sciences, reveals how certain plant roots exhibit powerful mechanical abilities.

    For the study, scientists from Cornell University and the Boyce Thompson Institute for Plant Research grew barrel clover (Medicago truncatula) plants. This plant is a small legume from the Mediterranean often used in research projects. The scientists grew the plants in a transparent gel with two layers ? a soft top layer and a stiff lower layer. These layers mimic the different conditions plants face in various substrates.

    An advanced 3-D time-lapse video system recorded that the roots grew straight down until they reached the lower layer. There, they began to twist and buckle into spring-like shapes, similar to the way that a string begins to curl if it's continuously twisted in one direction.

    ANALYSIS: Clear Soil Could Improve Crops

    "When the roots hit the stiff barrier, growth causes them to buckle like a wire or rod that's been compressed. But by twisting, the buckled roots become helical, allowing the root to push off more gel and get more force at the tip," Jesse Silverberg, a Cornell graduate student in the Department of Physics and lead researcher for the study, was quoted as saying in a press release.

    "Suppose the plant is growing along and finds itself stuck at a layer of clay or tough clump of soil," Silverberg continued. "The root needs an extra force to push through these barriers, and the mathematical model tells us how large of a helix the root needs to grow to do just that. Roughly, the stiffer the barrier, the larger the helix."

    Mechanics plays an important role in determining root shapes. This study uncovered a previously unknown connection between root geometry, growth and force generation. In this particular case, 74 percent of the plant roots twisted in a counter-clockwise manner.

    PHL cybercrime law outrages netizens | SciTech | GMA News Online ...

    MANILA ? A new cybercrime law in the Philippines that could see people sentenced to 12 years in jail for posting defamatory comments on Facebook or Twitter is generating outrage among netizens and rights groups.

    The stated aim of the cybercrime law is to fight online pornography, hacking, identity theft and spamming in the conservative Catholic nation amid police complaints they lack the legal tools to stamp out Internet crime.

    However it also includes a blanket provision that puts the country's criminal libel law into force in cyberspace, except that the penalties for Internet defamation are much tougher compared with old media.

    It also allows authorities to collect data from personal user accounts on social media and listen in on voice/video applications, such as Skype, without a warrant.

    Teenagers unwarily retweeting or re-posting libelous material on social media could bear the full force of the law, according to Noemi Dado, a prominent Manila blogger who edits a citizen media site called Blog Watch.

    "Not everyone is an expert on what constitutes libel. Imagine a mother like me, or teenagers and kids who love to rant. It really hits our freedoms," Dado told AFP.

    Compounding the concerns, those teenagers or anyone else who posts a libelous comment faces a maximum prison term of 12 years and a fine of one million pesos ($24,000).

    Meanwhile, newspaper editors and other trained professionals in traditional media face prison terms of just four years and fines of 6,000 pesos.

    While harsh criminal libel legislation remains in force in other parts of Asia, Dado said the Philippine law sent the wrong signal in a country that overthrew the military-backed Ferdinand Marcos dictatorship just 26 years ago.

    Dado, a lawyer's wife known in the local online community as the "momblogger", is among a group of bloggers and other critics of the libel element of the cybercrime law campaigning for it to be repealed.

    Brad Adams, Asia director for New York-based Human Rights Watch, said the law was having a chilling effect in the Philippines, which has one of the world's highest per capita rates of Facebook and Twitter users.

    "Anybody using popular social networks or who publishes online is now at risk of a long prison term should a reader -- including government officials -- bring a libel charge," Adams said.

    About a third of the Philippines' nearly 100 million people use the Internet, with 96 percent them on Facebook, according to industry figures.

    Five petitions claiming the law is unconstitutional have been filed with the Supreme Court.

    Senator Teofisto Guingona, the lone opponent when the bill was voted on in the Senate, has filed one of the petitions to the Supreme Court.

    "Without a clear definition of the crime of libel and the persons liable, virtually any person can now be charged with a crime -- even if you just re-tweet or comment on an online update or blog post," Guingona told the court.

    "The questioned provisions... throw us back to the Dark Ages."

    The five petitions all say the law infringes on freedom of expression, due process, equal protection and privacy of communication.

    University of the Philippines law professor Harry Roque, who filed one of the petitions, said the Philippines was one of a shrinking number of countries where defamation remained a crime punishable by prison.

    Part of the penal code that was drawn up 82 years ago, it goes against the trend in many advanced democracies such as the United States and Britain where defamation is now punished with fines rather than imprisonment, Roque said.

    Amid the public backlash, some of the senators who voted for the cybercrime law have started to disassociate themselves from it, even claiming they did not read the provision on libel.

    However presidential spokesman Edwin Lacierda has defended the cybercrime law.

    "The Cybercrime Act sought to attach responsibilities in cyberspace.... freedom of expression is always recognized but freedom of expression is not absolute," he told reporters on Thursday.

    Nevertheless, Lacierda said the law could still be refined.

    He called for critics to submit their concerns to a government panel that will issue by the end of the year specific definitions of the law, such as who may be prosecuted. ? AFP

    In Pictures: Thousands attend Ulster Covenant parade

    A contentious Unionist parade passed a Catholic church in Belfast went off without incident, but residents have accused the marchers of breaking rules.

    More than 2,000 Orangemen from north Belfast lodges were surrounded by a heavy police presence as they marched towards City Hall to take part in a massive loyal order parade to mark the centenary of the signing of the pro-Union Ulster Covenant.

    An estimated 30,000 marchers are taking part in the Orange Order march - from the City Hall to the grounds of the Northern Ireland Assembly at Stormont in east Belfast.

    Unionists agreed with the Parades Commission to play only hymns along Donegall Street - from the Carrick Hill junction to Royal Avenue - as they passed St Patrick's Church near the city centre.

    Locals had requested that no music be played outside the church.

    The place of worship has been the scene of disorder at points during the summer after a band was accused of playing sectarian music outside it on July 12.

    Protesters and residents claimed the bands breached the rules set by the Parades Commission by playing the most famous Unionist anthem - The Sash - before reaching the end of the stretch.

    Carrick Hill Residents Association chairman Frank Dempsey said they had flouted the rules.

    "That determination has been smashed," said Mr Dempsey.

    "Some of the bands, yes, they did stick by it, there's no problem there. But a number of them bands broke that."

    The local man insisted he was not nitpicking over the rules set by the commission.

    "You saw the way they danced there with the drum and that's supposed to be a hymn," he said.

    But, Father Michael Sheehan, administrator of St Patrick's, said while some of the bands beat their drums exuberantly, he believed they showed respect during the 20-minute march outside the church.

    He insisted the talks with the Parades Commission had been fruitful, saying continued dialogue was needed to avoid future trouble.

    "They marched with dignity down the road," added Fr Sheehan.

    "I think a degree of respect was shown that hasn't been shown before."

    Lodges including the Pride of Ardoyne and Pride of the Shore played Abide With Me and Onward Christian Soldiers, as spectators looked on.

    Police were on high alert, with up to 50 Land Rovers stationed along the flashpoint at St Patrick's.

    The massive parade will finish at Stormont with a cultural festival held to commemorate the 1912 proclamation against plans for Home Rule in Ireland.

    Other contentious sections of the participants' journeys to and from the main meeting point at Stormont will also be monitored by police.

    The commission has also placed the sacred music restriction on those bands that will pass St Matthew's Catholic Church in Newtownards Road close to Stormont.

    Politicians from across the political divide have appealed for calm at the event which is set to be one of the biggest loyal order parades seen in Belfast.

    New Theory on Why Men Love Breasts

    Why do straight men devote so much headspace to those big, bulbous bags of fat drooping from women's chests? Scientists have never satisfactorily explained men's curious breast fixation, but now, a neuroscientist has struck upon an explanation that he says "just makes a lot of sense."

    Larry Young, a professor of psychiatry at Emory University who studies the neurological basis of complex social behaviors, thinks human evolution has harnessed an ancient neural circuit that originally evolved to strengthen the mother-infant bond during breast-feeding, and now uses this brain circuitry to strengthen the bond between couples as well. The result? Men, like babies, love breasts.

    When a woman's nipples are stimulated during breast-feeding, the neurochemical oxytocin, otherwise known as the "love drug," floods her brain, helping to focus her attention and affection on her baby. But research over the past few years has shown that in humans, this circuitry isn't reserved for exclusive use by infants.

    Recent studies have found that nipple stimulation enhances sexual arousal in the great majority of women, and it activates the same brain areas as vaginal and clitoral stimulation. When a sexual partner touches, massages or nibbles a woman's breasts, Young said, this triggers the release of oxytocin in the woman's brain, just like what happens when a baby nurses. But in this context, the oxytocin focuses the woman's attention on her sexual partner, strengthening her desire to bond.

    In other words, men can make themselves more desirable by stimulating a woman's breasts during foreplay and sex. Evolution has, in a sense, made men want to do this.

    Attraction to breasts "is a brain organization effect that occurs in straight males when they go through puberty," Young told Life's Little Mysteries. "Evolution has selected for this brain organization in men that makes them attracted to the breasts in a sexual context, because the outcome is that it activates the female bonding circuit, making women feel more bonded with him. It's a behavior that males have evolved in order to stimulate the female's maternal bonding circuitry." [Why Do Men Have Nipples?]

    So, why did this evolutionary change happen in humans, and not in other breast-feeding mammals? Young thinks it's because we form monogamous relationships, whereas 97 percent of mammals do not. "Secondly, it might have to do with the fact that we are upright and have face-to-face sex, which provides more opportunity for nipple stimulation during sex. In monogamous voles, for example, the nipples are hanging toward the ground and the voles mate from behind, so this didn't evolve," he said. "So, maybe the nature of our sexuality has allowed greater access to the breasts."

    Young said competing theories of men's breast fixation don't stand up to scrutiny. For example, the argument that men tend to select full-breasted women because they think these women's breast fat will make them better at nourishing babies falls short when one considers that "sperm is cheap" compared with eggs, and men don't need to be choosy. ?

    But Young's new theory will face scrutiny of its own. Commenting on the theory, Rutgers University anthropologist Fran Mascia-Lees, who has written extensively about the evolutionary role of breasts, said one concern is that not all men are attracted to them. "Always important whenever evolutionary biologists suggest a universal reason for a behavior and emotion: how about the cultural differences?" Mascia-Lees wrote in an email. In some African cultures, for example, women don't cover their breasts, and men don't seem to find them so, shall we say, titillating.

    Young says that just because breasts aren't covered in these cultures "doesn't mean that massaging them and stimulating them is not part of the foreplay in these cultures. As of yet, there are not very many studies that look at [breast stimulation during foreplay] in an anthropological context," he said.

    Young elaborates on his theory of breast love, and other neurological aspects of human sexuality, in a new book, "The Chemistry Between Us" (Current Hardcover, 2012), co-authored by Brian Alexander.

    (AP) ? Hardly any endeavor so unnerves members of Congress as policing each other's conduct. Now, a temporary ethics panel that went in to rescue a troubled investigation of senior Rep. Maxine Waters has emerged with a warning Tuesday to avoid partisan infighting when investigating congressional wrongdoing.

    New rules, it said, are needed when potential conflicts of interest arise for lawmakers and their staffs.

    In fact, the House Ethics Committee is designed to encourage bipartisan cooperation ? it has five members from each political party. But that system suffered a total breakdown by last February, when political bickering caused all five Republicans and the ranking Democrat to step aside from the Waters case to avoid the public perception of a tainted investigation.

    The new panel brought in to finish the Waters investigation issued a strong rebuke Tuesday, saying the ethics committee's mission "calls upon members to step out of their partisan framework...." It called for committee members to "constantly evaluate their actions ... to ensure that they are living up to the highest standards of this committee."

    The unusual statement comes after the group's findings last week in the case of Waters, D-Calif., second-ranking Democrat on the Financial Services Committee, who could head that panel if Democrats win back the House.

    Acting chairman Bob Goodlatte, R-Va., and the top acting Democrat, John Yarmuth of Kentucky, said in a statement that the panel concluded in a 10-0 vote that there was no "clear and convincing" evidence that Waters tried to steer federal bailout money to a bank where her husband is an investor.

    The temporary panel also determined unanimously that while Waters undertook efforts to avoid a conflict of interest, her chief of staff and grandson, Mikael Moore, tried to assist minority-owned OneUnited Bank despite his boss' instruction not to do so because of her husband's investment in the bank. The committee sent Moore a letter admonishing his conduct.

    The substitute committee followed the recommendations of Billy Martin, an outside counsel who had to be hired to first investigate the original committee members and then the actions of Waters and her chief of staff. He found the original committee members did not violate House rules.

    The turmoil in the committee began in 2010, when former Democratic ethics chairman Zoe Lofgren of California ? and the chief counsel she appointed ? accused two committee lawyers of communicating their investigative findings only to Republican committee members. Lofgren suspended both lawyers.

    When Republicans won control of the House in 2010, and the new Congress took over, Lofgren and the four remaining Democrats then on the committee resigned and all five Republicans remained.

    The new Republican chairman, Jo Bonner of Alabama, invited the two staff members back but they declined the offer. Internal documents later surfaced showing that partisanship had been affecting the work of the committee.

    Goodlatte and Yarmuth said in their statement that the committee must "be sensitive to appearances that may be created if only particular staff members are routinely relied upon by members of a particular party." Such actions breed distrust that "should raise a red flag" among committee members, the statement said.

    The statement said the former chief counsel hired by Lofgren, Blake Chisam, had a partisan background, and recommended that the panel "avoid hiring professional staff who have previously served as partisan staff."

    When potential conflicts of interest arise, the panel said the lawmaker should inform all staff members, as well as the entity involved, of the member's decision to step aside from any further involvement ? even if the entity is a constituent, the statement said. It added that the House should adopt policies or rules requiring a congressman to immediately notify staff of any financial or other conflicts with constituents.

    The temporary panel also took aim at Waters' decision to hire her grandson as chief of staff, saying that "employer-employee relationships with grandchildren can be just as fraught with risk as other familial relationships in the workplace."

    Waters has insisted that when she sought a meeting at the Treasury Department to help ailing minority-owned banks, she was doing so on behalf of all minority-run banks that were financially threatened by their investments in troubled mortgage giants Fannie Mae and Freddie Mac.

    OneUnited, where Waters' husband owned stock, eventually received a $12 million bailout but Treasury officials have testified that Waters had nothing to do with that decision.

    The key conclusion in the concluding ethics report was that Waters disclosed her financial interest in a public hearing, listed the investment in her public financial disclosure report and told Rep. Barney Frank, D-Mass., while he was chairman of the Financial Services Committee that she was stepping aside from any legislation involving OneUnited.

    "It is the Waters Committee's belief, and hope, that most members understand that they cannot take official actions that would assist a single entity in which the member has a significant interest, particularly when that interest would clearly be affected by the assistance sought," the ethics report said.

    "Certainly Representative Waters seemed to understand that principle."

    New SARS-like virus detected in Middle East

    LONDON (AP) ? Global health officials are closely monitoring a new respiratory virus related to SARS that is believed to have killed at least one person in Saudi Arabia and left a Qatari citizen in critical condition in London.

    The germ is a coronavirus, from a family of viruses that cause the common cold as well as SARS, the severe acute respiratory syndrome that killed some 800 people, mostly in Asia, in a 2003 epidemic.

    In the latest case, British officials alerted the World Health Organization on Saturday of the new virus in a man who transferred from Qatar to be treated in London. He had recently traveled to Saudi Arabia and is now being treated in an intensive care unit after suffering kidney failure.

    WHO said virus samples from the patient are almost identical to those of a 60-year-old Saudi national who died earlier this year. The agency isn't currently recommending travel restrictions and said the source of infection remains unknown.

    Health officials don't know yet whether the virus could spread as rapidly as SARS did or if it might kill as many people. SARS, which first jumped to humans from civet cats in China, hit more than 30 countries worldwide after spreading from Hong Kong.

    "It's still (in the) very early days," said Gregory Hartl, a WHO spokesman. "At the moment, we have two sporadic cases and there are still a lot of holes to be filled in."

    He added it was unclear how the virus spreads. Coronaviruses are typically spread in the air but Hartl said scientists were considering the possibility that the patients were infected directly by animals. He said there was no evidence yet of any human-to-human transmission.

    "All possible avenues of infection are being explored right now," he said.

    No other countries have so far reported any similar cases to WHO, he said, and so far there is no connection between the cases except for a history of travel in Saudi Arabia.

    Hartl said the first patient may have had an underlying condition but it probably didn't make him more susceptible to catching the virus.

    Other experts said it was unclear how dangerous the virus is.

    "We don't know if this is going to turn into another SARS or if it will disappear into nothing," said Michael Osterholm, a flu expert at the University of Minnesota. He said it was crucial to determine the ratio of severe to mild cases.

    Osterholm said it was worrying that at least one person with the disease had died. "You don't die from the common cold," he said. "This gives us reason to think it might be more like SARS," which killed about 10 percent of the people it infected.

    Britain's Health Protection Agency and WHO said in statements that the 49-year-old Qatari national became ill on Sept. 3, having previously traveled to Saudi Arabia. He was transferred from Qatar to Britain on Sept. 11 and is being treated in an intensive care unit at a London hospital for problems including kidney failure. Respiratory viruses aren't usually known to cause serious kidney problems.

    David Heymann, chairman of the Health Protection Agency, said the new virus didn't appear that similar to SARS.

    "It isn't as lethal as SARS and we don't know too much about its transmissibility yet," he said. "If people are getting infected, they aren't getting serious disease."

    Heymann said it was unknown whether the virus might mutate to spread more easily in a dangerous form, since viruses mutate constantly as they reproduce. He said none of the health workers involved in treating the Qatari patient had fallen ill.

    Saudi officials said they were concerned that the upcoming Hajj pilgrimage next month, which brings millions of people to Saudi Arabia from all over the world, could provide more opportunities for the virus to spread. They advised pilgrims to keep their hands clean and wear masks in crowded places.

    The Hajj has previously sparked outbreaks of diseases including the flu, meningitis and polio.

"His jobs record is actually better" than the Bush administration's, he said, adding that no president could have "magically" returned the country back to full employment in just one term.

    The former president, who is hosting his annual Clinton Global Initiative conference beginning Sunday, said that the Republicans "militant anti-government" approach will not benefit the economy.

    There is "no evidence" that Mitt Romney's "militant anti-government approach will work," Mr. Clinton said. He added that President Obama's "balanced" economic proposal of investment, revenue increases and a spending reduction plan is "more likely to produce broad-based prosperity than Romney's."

    Mr. Clinton weighed in on the debate over Romney's taxes, saying the latest release of his tax returns don't tell the entire story.

    "It'd be interesting to see how the ordinary income years were treated," Mr. Clinton said. "We're not going to be able to see that."

    Republican presidential candidate Mitt Romney released his 2011 tax returns Friday, showing that his tax rate was 14.1 percent on an income of $13,696,951. His taxes showed he earned no salaried income and most of came in the form of capital gains, which are taxed at 15 percent. Romney has ignored calls from vocal Democrats to unveil up to twelve years of his tax returns.

    Mr. Clinton connected Romney's tax rate to the larger political debate about the economy, taxes and the deficit.

    "I don't think we can get out of this hole we're in if people at that income level only pay 13 or 14 percent," he added.

    As for Mitt Romney's comments about 47 percent of Americans who don't pay federal income tax, Mr. Clinton said they are out of the federal income tax pool, in part, because of the economic crash. He also said a reason is because of bipartisan efforts to reduce the tax burden on working families.

    He said that as president he doubled the Earned Income Tax Credit and President George W. Bush doubled the Child Tax Credit. An "enormous number of these people who were dropped out were dropped out for reasons of work and family, not dependents. These people are working their hearts out," Mr. Clinton said.

    The former president said it's too early to assume that more people are dependent on the government. "I think that we have to wait until normal growth resumes to make that judgment, " he said. "In other words, a heck of a lot of this money is unemployment and food stamps and Medicaid for people who have lost their private health insurance."

    As for the president's chances at re-election, Mr. Clinton said he thinks Mr. Obama is winning, but cautioned that the "enormous financial advantage" the Republicans have because of the unlimited spending of super PACs "will outspend" the president two-and-a-half to one.

    He also said the race will be close because of Republicans efforts to "try to reduce the number of young people, first generation immigrants, and minorities voting. And they have worked hard at this."

    He said this is the first time the national polls are closer than the polls in the swing states because the president has limited money and most concentrate his resources in a small number of key states.

    Mr. Clinton also said that he thinks a second term for Mr. Obama will be productive despite bitter partisanship in Congress, because after the elections "the incentives for gridlock will go way down and the incentives for action will go way up."

    "Something has to change," Mr. Clinton said about Congress.

    He added that the "fiscal cliff" - a series of tax increases and budget cuts set to go into effect on January 1 - is doing to Congress exactly what it was meant to do: "Force them to concentrate."

    In response to a question by host Bob Schieffer on whether his wife, Secretary of State Hillary Clinton, is contemplating a run for president in 2016, Mr. Clinton said, "I have no earthly idea."

    "She's an extraordinarily able person," he said, adding that "she's tired."

    The team is pursuing a spot as one of the eight bands to have the opportunity to perform in one of the world?s largest and most highly anticipated HBCU musical event of its kind.

    Restaurant Review: Dylan's, Menai Bridge | Seren

    Living in North Wales doesn?t often give you a lot of great options when it comes to wining and dining. There are no recognisable brands around, other than fast food establishments, and sometimes it?s difficult to be able to tell the good from the bad when it comes to local restaurants.

    I came across this restaurant when I found their beautifully designed menu; two colour letter press print on fully recycled brown paper in my house, something I would never have expected to find in North Wales and had thought my housemate brought back from London, or somewhere a little more commercialised. I visited their website and fell further in love; everything about this place seemed perfect. The decision to visit was already made. I have friends who live in Menai Bridge and missing out on an opportunity like this would?ve been a scandal.

    The restaurant looked great; it had the feel of a family owned 50s seafood diner with authentic retro photos on the walls and random nautical objects dotted about the place. The outdoor seating area overlooking the Menai Straits just seals the deal on an already brilliant dining experience. Its location means that you can sail there with plenty of boat parking space in the straits.

    The sea bass was done to perfection, grilled on a bed of onions and thyme, drizzled with olive oil. Although it was no match for my dad?s Lebanese recipe it was still great. It didn?t have much flavour as they left the sea bass to be understated with no additional ingredients to bring out the flavours from one of my favourite dishes.

    Dylan?s markets itself as a pizzeria and it?s easy to see why. The thin, Italian style bases come with the perfect amount of tomato sauce and an array of different fresh toppings.

    The only problem is the price. Dylan?s isn?t a typical student cheap meal out. Dishes fall around the ?9 mark and things don?t get much better with drinks at ?3.50 for a bottle of San Miguel and ?2.50 for a glass of cranberry juice. If you want something different, that?s guaranteed to impress then it?s definitely worth the price.

    Its mix of arty Italian flair and rustic sea food diner reminiscent of the 50s is the perfect combination; it?s only a bridge away.
