Assad's forces accused of massacre near Syrian capital

AMMAN (Reuters) - Syrian opposition activists accused President Bashar al-Assad's army on Sunday of massacring scores of people in a town close to the capital that it recently recaptured from rebels.

More than 200 bodies, some of them women and children, were found in houses and basements around Daraya, according to activists who said most had been killed "execution-style" by troops during house-to-house raids.

Due to restrictions on non-state media in Syria, it was impossible to independently verify the accounts.

"Assad's army has committed a massacre in Daraya," said Abu Kinan, an activist in the town, using an alias to protect himself from reprisals.

The killings in Daraya, a working class Sunni Muslim town that sustained three days of heavy bombardment before being overrun by the army on Friday, raised the daily death toll to 440 people on Saturday, one of the highest since the uprising started in March last year, the Local Coordination Committees, an activist network, said.

Video footage from activists showed numerous bodies of young men side-by-side at the Abu Suleiman al-Darani mosque in Daraya, many with what looked like gunshot wounds to the head and chest.

"A massacre," said the voice of the man who appeared to be taking the footage. "You are seeing the revenge of Assad's forces ... more than 150 bodies on the floor of this mosque."

The official state news agency said: "Our heroic armed forces cleansed Daraya from remnants of armed terrorist groups who committed crimes against the sons of the town and scared them and sabotaged and destroyed public and private property."

U.N. investigators said in a report this month that both sides in the conflict had performed summary executions - a war crime - but that Assad's troops and militia loyal to the president had committed many more offences than the rebels.

The report said forces loyal to Assad committed a massacre of more than 100 civilians in the town of Houla in May that the government blamed on Islamist "terrorists".

The United Nations estimates that more than 18,000 people have been killed in the conflict that pits a mainly Sunni opposition against a ruling system dominated by the Assad family - members of the Alawite faith, an offshoot of Shi'ite Islam - for the last four decades.

VICE-PRESIDENT NOT DEFECTED

As well as the bloodshed in Damascus and surrounding cities, many were killed in Syria's biggest city Aleppo where rebel-held areas came under heavy bombardment.

State television reported clashes between the army and "terrorists" in a central neighborhood of Aleppo next to the historic Old City and less than 1 km (1,000 yards) away from its ancient citadel.

The Free Hauran Assembly activists' group said a brigadier named Mohammad Hassan al-Haj had defected to Jordan, the latest Sunni officer to desert.

But earlier reports that Vice-President Farouq al-Sharaa had defected were shown to be wrong when he appeared in public for the first time in weeks, meeting Iranian officials, state news agency SANA reported.

Iran, the Middle East's main Shi'ite power which is a close ally of Assad, accuses its adversaries in the West and the Arab world of fuelling the conflict by backing the opposition.

"Fortunately today important countries such as Russia, China and the Islamic Republic of Iran ... are completely opposed to imposed policies on Syria and foreign interference," said Alaeddin Boroujerdi, a senior member of Iran's parliament visiting Damascus, Fars news agency reported.

Tehran, defying efforts by the West to isolate it over its nuclear activities opened a summit of developing nations on Sunday where Syria may prove a divisive topic.

The head of the Arab League said both sides of the conflict should stop fighting and start talking.

"Those who wait to achieve a victory in the ongoing conflict in Syria are putting Syria in a big war," Nabil Elaraby told a news conference in Cairo.

"We hope that the sound of reason prevails and that both sides accept mediation efforts."

With Russia leading resistance to Western and Arab pressure for action against Assad, the United Nations Security Council remains deadlocked.

A new U.N. envoy, Algerian diplomat Lakhdar Brahimi, has said he is "humbled and scared" at the task of seeking a peaceful solution to the Syrian crisis.

BOSTON (AP) - With a well-placed ground ball up the middle, James Loney showed he can fit in at Fenway Park - just like Chavez Ravine.

Loney hit a tying single in his Boston debut, Jacoby Ellsbury drove in the go-ahead run an inning later and the revamped Red Sox bounced back from a nine-player trade and a 12-inning loss to beat the Kansas City Royals 8-6 on Sunday.

"I'm glad I'm here. It's one of the best atmospheres in baseball," Loney said after getting his first AL hit in his first game following the deal that brought him to Boston. "It felt good getting that opportunity, having a chance to deliver. I just want to keep that up."

A day after he was the only major leaguer coming to Boston in a deal that sent Josh Beckett, Adrian Gonzalez, Carl Crawford, Nick Punto and more than $250 million in salary to the Los Angeles Dodgers, Loney went 1 for 5. Pedro Ciriaco had three hits, scored twice and drove in two runs for the Red Sox, who won for just the fourth time in 12 games.

Loney also made a nice pickup at first base on a short-hop throw from third baseman Ciriaco, but grounded into a rally-ending double play in the bottom half.

Pedro Beato (1-0) allowed two runs in two-plus innings but got the win on the same day he was called up from Triple-A Pawtucket. Mark Melancon pitched the ninth for his first save.

Will Smith (4-6) allowed five runs - four earned - and nine hits in five-plus innings for Kansas City.

Lorenzo Cain hit a three-run homer as the Royals scored four times with two outs in the fourth to take a 4-2 lead.

"That's the mark of a team that battles, those two-out rallies," Royals manager Ned Yost said. "I don't know if I'd rather have bases loaded with no outs or bases loaded and two outs. We seem to score more runs. We had an opportunity to score a lot more there."

Ciriaco hit a solo homer in the fifth, then Ellsbury singled, advanced on a grounder, stole third and scored on Loney's single to center. Ellsbury's RBI single in the sixth - after the first of two costly errors by shortstop Alcides Escobar - gave the Red Sox the lead.

"I'm trying to field the ball in front of me," Escobar said. "It's hard for me right now. I try to play hard with my defense. I know I can hit right now. I feel really bad right now, two errors in one game is bad for me."

It was 7-4 in the seventh when the Royals loaded the bases with nobody out to chase Beato. Craig Breslow came in and struck out Johnny Giavotella before Eric Hosmer hit a sinking liner that right fielder Cody Ross lost in the sun.

He charged in, ducked, and at the last minute stabbed out his right arm to make the catch; Billy Butler scored from third to make it 7-5, but Ross, as he fell, hit the cutoff man with just enough force to keep the other runners from advancing.

Tony Abreu singled in another run, then Cain struck out looking to end the threat.

Dustin Pedroia added a solo homer in the eighth for Boston.

Boston starter Felix Doubront, who was activated from the disabled list (bruised right knee), struck out seven in five innings, but was charged with four runs and six hits. He is winless in his last five starts.

At the moment, interest rates are low but that could change. This might increase HELOC holder's payments to the point where many are unable to pay their loan.?

If a person owns a HELOC?then that person might want to consider planning ahead for a future-time when the rate would increase. However, most would recommend getting rid of the HELOC. There are a number of options that a person might want to consider. A person might want to re-finance the loan or pay the principal amount of the loan as soon as possible. However, these options only work if the person has some time before that person reaches retirement. If a person is reaching retirement, then that person might only have a few options. A person might want to consider rolling his or her HELOC in that person's first mortgage, however, this is only an option if the person has equity in his or her home. If that is not an option, a person might want to consider using a reverse mortgage. This type of mortgage allows a "homeowner to access a portion of their home equity as cash." The borrower repays the loan only after the borrower moves, sells, or dies. This would allow an elderly person to stop payments on his or her HELOC. The only problem is that the HELOC might have destroyed most of the home's equity, and so a person might not qualify for this.?

RECENTLY graduated? The CFA (chartered financial analyst) Institute recently launched an initiative to boost recent college grads' financial literacy. Here's some advice to get ahead sooner rather than later.

  • Invest early: Bob Stammers, director of investor education with the CFAI, says recent grads often have time on their side. If you can put $200 a month into a tax-free savings account (TFSA) over the next 40 years, you'll have more than $306,000. That's based on a five per cent average annual return. The nice thing about TFSAs is the money accumulates tax-free and can be withdrawn tax-free.
  • Save first, spend later: Pay the bills, make the debt payments, save, and then spend -- not the other way around. Money should be earmarked for debt payments and savings as soon as the paycheque is deposited in the bank account. Don't just try to save what's left over at the end of the month. "A lot of young people intend to save what's left at the end of the month, but as we all know, there's never any money left."
  • Focus on debt first: Saving is great, but it doesn't make much sense if you've got a lot of debt. Paying off debt is a guaranteed return on investment because for each dollar paid on the principal, you're saving on interest costs, Stammers says. So if you're paying six per cent interest on a debt, a payment is effectively a six per cent return on your money -- guaranteed.
  • Risky business: Investing early affords a greater appetite for risk. That doesn't mean playing the penny stocks, but a young investor can focus more on equities (the stock market) than older investors. "You don't have to invest all in equities, but you can," Stammers says. "Even if you make a mistake, time is on your side."
  • Get advice: Chances of success are always increased when there's a plan in place. With that in mind, visit your bank or credit union to meet with a financial adviser or planner. They can help you set up a plan that helps you save for the future while paying off debt.

Priscilla Maud has learned a lot at university -- more than just what she's picked up in class.

The fourth-year double major in aboriginal governance and conflict resolution studies enrolled at the University of Winnipeg in 2008.

"I wasn't knowledgeable about the history," says the 38-year-old single mother of four daughters ranging in age from four to 18.

"I didn't feel I knew enough to contribute to the conversation when it came to politics."

She feels much more confident in a discussion about politics these days, but she's also more adept at balancing a budget, cutting costs and finding extra money here and there to get through the school year.

"I think I've tapped into a few good years of finding good resources," she says.

Part of her cost of schooling is covered by her band, Sknownan First Nation, about 350 kilometres northwest of Winnipeg. She also has two types of loans with her financial institution and receives Manitoba Student Aid (government-sponsored student loan).

Her advice to aspiring students: Apply for as many bursaries and scholarships as you can.

"There's a lot of work involved in finding money for scholarships and bursaries," she says, adding one application takes about 12 hours. "You have to pay to get those transcripts and then get the references, and you have to be able to manage to work on that on top of your studies and taking care of your family."

But it has been worth the effort. Maud has received about $30,000 in scholarships and grants over three years of study.

While she is well-versed in the trials and tribulations of financing a university degree, many other students often struggle to strike a balance between studies and managing their money.

They often can overlook available financial supports beyond student loans, says Kam Holland, director of awards and financial aid for student services at the University of Winnipeg.

"There is a lot of misguided thinking among students that if you don't get a scholarship, it's not worth applying for anything," says Holland, whose department helps students navigate financial aid.

Each year at the U of W, students apply for and receive more than $7 million in student loans and about $3.2 million in scholarships and bursaries.

Holland has been working at the U of W for about a year, having previously worked at York University in Toronto.

There, too, students often overlooked grants and other financial assistance available to them, including a scholarship for $45,000.

"Out of 50,000 undergrads at York, five people applied for that scholarship," Holland says.

Bursaries and scholarships likely will be a topic in a U of W pilot program this fall. It aims to upgrade students' financial literacy.

The Financial Consumer Agency of Canada (FCAC), the federal department responsible for promoting financial literacy, developed the program, called Financial Basics. Menno Simons College economics and international development studies professor Jerry Buckland will teach each of the three one-day, four-hour courses during the fall term.

Students who sign up will get $50 and a free meal.

"Unfortunately, there isn't a lot of interest from young people to manage their money, even though they don't have much of it," Holland says.

The pilot program is a new direction for the university; an effort to address the reality students are faced with more complex financial decisions than in years past -- largely the result of increasing tuition, books and housing costs.

"In general, there has been an increased awareness of the responsibility of universities and colleges to provide financial literacy to students," Holland says.

"We wanted to sit down with students and say, 'This is real. This is how much school will cost.' "

The average cost, including tuition, books and living expenses, for a four-year degree is more than $32,000 at the U of W.

Although it's much less than the national average of about $84,000 for a degree away from home, according to a report by TD Economics, students still need more financial know-how than ever before to pay for their education, says Shahz Beig, associate vice-president of personal lending at TD Canada Trust.

After all, post-secondary education is one of the largest and best financial investments they'll ever make.

"It raises their marketability in the labour market and, for the vast majority of individuals, it raises their standard of living over a lifetime," Beig says.

"The average annual return on this investment is 10 per cent or higher over their careers."

Yet it's also costly and often requires going into debt.

Beig says one recent study found undergrads graduate about $27,000 in debt.

"And it's becoming increasingly more difficult for parents to help children fund their post-secondary education," he says, citing a recent survey that found 88 per cent of parents want to help their children with post-secondary education.

"But 80 per cent of them say they have not saved enough money."

Still, parents and students have a number of ways to help cover the cost.

First and foremost, start saving early -- advice that applies more to parents.

"The single best way to save is what's referred to as an RESP, which is a Registered Education Savings Plan," Beig says. "The savings grow on a tax-deferred basis, and even when they are withdrawn, they're taxed in the student's hands, generally at a lower rate."

Best of all, the federal government provides a matching grant of 20 per cent or more, depending on family income, up to $2,500 of annual contributions. Students can receive as much as $7,200 in federal grants for RESP savings over their lifetime.

As previously mentioned, scholarships, awarded on academic performance, and bursaries, awarded based on need, also help bridge the money gap.

Summer jobs and part-time work during the school year can help pay living costs and tuition. Many schools even have employment programs to place students with part-time work.

"If all else has been done and there's still a gap, then there are financing options," Beig says.

This way, families and businesses can continue to protect their property financially from one of the most common and costly natural disasters: flooding.?

Beginning with the first renewal effective on or after January 1, 2013, existing preferred risk policies will not be transitioned into full-risk rating. Instead, they will continue to be issued as preferred risk policies at each renewal, until further notice. Additionally, the preferred risk policy discounted rate will be available to property owners and renters whose buildings are found to be in Special Flood Hazard Area following map revisions that became effective on or after October 1, 2008. In order to be eligible for the preferred risk policy, the building must also meet certain loss-history requirements. If there are two claims, or disaster relief payments for flood of $1,000 or more, or three losses of any amount, the structure is ineligible for a preferred risk policy. Premiums for all preferred risk policyholders are being increased an average of 13 percent to maintain a revenue neutral program that also accounts for the expected increase in participation and policies issued under the preferred risk rate. This increased rate remains below the average full-risk premium that would otherwise be incurred among these policy holders. NEW YORK (AP) ? Autodesk is cutting about 500 jobs and consolidating its leased facilities, which will lead to charges of $40 million to $45 million in its third quarter. The software company's second-quarter results fell short of Wall Street expectations and it lowered its revenue guidance for the year.

Its shares tumbled more than 22 percent before the market opened Friday.

The job cuts are part of broader restructuring plans, which include an ongoing shift to cloud and mobile computing. The company, which has approximately 7,500 employees in total, says that while it is eliminating 500 jobs, it plans to create close to that number of jobs in the coming year.

Autodesk expects about $50 million to $60 million in total restructuring-related charges. While the bulk of the charges will likely occur in the third quarter, most of the remaining amount is anticipated to be taken in the fourth quarter.

It reported second-quarter adjusted earnings of 48 cents per share on revenue of $568.7 million after the market closed Thursday. Analysts polled by FactSet forecast earnings of 49 cents per share on revenue of $593.5 million.

For the full year, the San Rafael, Calif., company now foresees revenue up 4 percent to 6 percent. That's roughly half of previous guidance of a 10 percent rise.

Autodesk Inc. expects third-quarter adjusted earnings of 40 to 45 cents per share on revenue between $550 million and $570 million.

Wall Street predicts earnings of 50 cents per share on revenue of $601.3 million.

Shares fell $7.96 to $27.75 in premarket trading.

2nd man charged in 'Cathouse' slaying in Oklahoma

(AP) ? Oklahoma prosecutors on Thursday charged a second man with killing a prostitute featured on HBO'S "Cathouse series" and three other people.

Denny Edward Phillips faces six counts of first-degree murder for the 2009 shooting deaths of Brooke Phillips, 22, who had worked as a prostitute at the legal brothel Moonlite Bunny Ranch near Carson City, Nev., Milagrous Barrera, 22, Jennifer Ermey, 25, and Casey Mark Barrientos, 32. The two additional murder charges are because Brooke Phillips and Barrera were pregnant.

The victims were found inside a burning home in southwest Oklahoma City. Phillips, who was not related to Brooke Phillips, faces an additional charge of conspiracy to commit murder.

Oklahoma County District Attorney David Prater said he plans to seek the death penalty.

"We believe he ordered the hit on Casey Barrientos," Prater told The Associated Press. The others were killed to eliminate witnesses to Barrientos' slaying, the prosecutor said.

Officials with the public defender's office in Oklahoma County, which was appointed to represent Phillips, did not immediately return a phone call seeking comment.

Phillips, 34, is currently in federal prison in Terre Haute, Ind., after pleading guilty to charges related to an April 2010 shootout in Tulsa in which he was shot three times after allegedly pointing a weapon at officers.

A motive for the Oklahoma slayings was not clear, but drugs appear to have been involved, Prater said.

"We believe there was some bad blood between Phillips and Barrientos," Prater told AP. "Apparently over narcotics, possibly money owed for narcotics."

In May, David Allen Tyner was sentenced to life in prison without the possibility of parole after pleading guilty to six first-degree murder charges in the case. The plea agreement allowed Tyner, 30, to escape a possible death sentence.

Prater said investigators believed from the beginning that more than one person was involved in the Nov. 9, 2009, slayings.

"We never stopped working," he said. "With the continued work of the Oklahoma City Police Department and the Oklahoma attorney general's multi-county grand jury, we were able to bring these charges."

U.S. death toll from West Nile disease now at 26

Two West Nile-related deaths were confirmed Tuesday 2,000 miles apart - the 11th confirmed this year in Dallas County, Texas, and the first in Fresno County, Calif.

Nationwide, there have been at least 26 deaths attributed to the West Nile virus this year, according to the Centers for Disease Control and Prevention.

The Fresno County Department of Public Health said an elderly woman was hospitalized for the virus and later died, marking the second West Nile-related death in California in 2012.

"All residents, especially those over 50 years of age and those with chronic health conditions, must take this disease seriously and should take every precaution to protect themselves and their families from mosquito bites," said Dr. Edward L. Moreno, director and health officer for the Fresno County Department of Public Health, in a news release. "I also encourage residents to engage the services of their mosquito abatement district, if necessary, to eliminate possible mosquito-breeding sources around their homes."

Dallas County Health and Human Services spokeswoman Patricia Huston would not provide any specific identifying information on the county's 11th virus fatality because of medical confidentiality and personal privacy rules.

The death came just a day after Dallas launched a second aerial attack against the West Nile virus. Five small planes sprayed more than 360,000 acres with mosquito-killing pesticides.

The first aerial attack was last Friday, making it the first time in more than 40 years that Dallas County has used an aerial launch to treat a virus.

"What our preliminary data is showing is that the aerial planes that are going out are knocking down these mosquitoes," DCHHS director Zachary Thompson told ABC News affiliate WFAA.

The DCHHS is testing mosquito traps set around the city to see how much the insecticides have affected the West Nile mosquito population, Thompson added.

The insecticide aerial fight came on the cusp of the worst nationwide outbreak of the West Nile virus, which has now killed 11 people in Dallas alone and sickened more than 200.

The Centers for Disease Control and Prevention has reported 693 cases in 43 states, with the majority of infections in Texas. Oklahoma, which borders Texas to the north, has reported more than 100 cases, three of which have resulted in death.

According to the CDC, up to 20 percent of infected people develop West Nile fever and exhibit mild symptoms - including fever, headache, muscle weakness, nausea and vomiting. They might also develop swollen lymph glands and a rash on the chest, back or stomach. Symptoms can last for as little as a few days, though even healthy people have become sick for several weeks.

On average, about 4 out of 5 people who are infected with the West Nile virus will not show any symptoms at all.

Common Insecticide May Harm Boys' Brains More Than Girls

A widely used pesticide ? banned in homes but still commonly used on farms ? appears to harm boys? developing brains more than girls?, according to a new study of children in New York City.

In boys, exposure to chlorpyrifos in the womb was associated with lower scores on short-term memory tests compared with girls exposed to similar amounts.

The study is the first to find gender differences in how the insecticide harms prenatal development. Scientists say the finding adds to evidence that boys? brains may be more vulnerable to some chemical exposures.

?This suggests that the harmful effects of chlorpyrifos are stronger among boys, which indicates that perhaps boys are more vulnerable to this type of exposure,? said Virginia Rauh, a perinatal epidemiologist at Columbia University and co-author of the study published in July.

Chlorpyrifos is an organophosphate insecticide, a powerful class of pesticide that has toxic effects on nervous systems. It was widely used in homes and yards to kill cockroaches and other insects, but in 2001 the U.S. Environmental Protection Agency banned its residential use because of health risks to children. Since then, levels inside U.S. homes have dropped [PDF], but residue remains in many homes. In addition, many developing countries still use the pesticide indoors.

Known by the Dow trade name Lorsban, chlorpyrifos is still sprayed on some crops, including fruit trees and vegetables, and also is used on golf courses and for mosquito control. About 10 million pounds of chlorpyrifos are applied to agricultural fields annually, according to the EPA.

?There?s mounting evidence now from epidemiological studies that prenatal exposure to organophosphate pesticides, and chlorpyrifos in particular, may be associated with detriments with IQ in children,? said Kim Harley, an environmental epidemiologist with the University of California, Berkeley who has studied effects of pesticide exposure on children in California farm towns. She was not involved in the New York City study.

The environmental group Earthjustice has sued the EPA in an effort to ban all remaining uses of chlopyrifos.

?The exposures are to farmworkers and farmworker families, and people who live in those rural areas that are abutting the fields where chlorpyrifos is applied,? said Earthjustice attorney Kristen Boyles.

The 2007 lawsuit is still pending, although the EPA announced last month that it will require reductions in application rates and buffers to protect children and other bystanders. An EPA spokesperson said that the agency is re-evaluating chlorpyrifos and expects to make a decision in 2014.

Representatives of DowAgroSciences, a major manufacturer of pesticides containing chlorpyrifos, did not return requests seeking comment.

The 335 pairs of mothers and children in the new study were not farmworkers, but are part of a large group of Latino and African American children from low-income neighborhoods of Northern Manhattan and the South Bronx. Columbia University researchers have been tracking more than 700 of these kids since they were born, between 1998 and 2006. Children there have a history of health problems, including asthma rates that are among the nation?s highest, and low birth weight. Many were born before the residential ban on chlorpyrifos.

An earlier study of the children found that chlorpyrifos was linked to delayed mental and motor skill development even after controlling for poverty, dilapidated housing and other community factors. The scientists, in a more detailed follow-up, then found that IQs and memories were reduced in 7 year olds with higher prenatal exposure. Those with the highest exposures scored on average 5.3 points lower on a short-term memory test, and 2.7 points lower on an IQ test, than children with the lowest exposures.

In the new study, published last month in the journal Neurotoxicology and Teratology, umbilical cord blood was collected from the newborns, who were born before and slightly after the 2001 chlorpyrifos restrictions. When the kids were 3 years old, the researchers studied how well the mothers nurtured and educationally stimulated them. Somali parliament to meet but presidential election delayed

War-torn Somalia's new parliament was due to convene for the first time Monday in the latest bid to end two decades of instability, but the election of a president has been delayed, lawmakers said.

Lawmakers would gather not in the city's parliament building, but rather Mogadishu's heavily fortified airport zone under the protection of African Union troops, due to fear of attack by Al-Qaeda-linked Shebab insurgents.

The parliament's interim speaker Musa Hassan Abdallah appealed Monday to the United Nations Political Office for Somalia (UNPOS) for an "alternative place of safe haven" to meet, the UN said in a statement.

Selection of the new legislature was the first performed inside Somalia for more than 20 years. Previous efforts were conducted outside the country because of the danger of attack posed by a range of warlords and Islamist fighters.

The airport adjoins the base for the nearly 17,000-strong AU force, which has propped up Somalia's Western-backed leadership against attacks by the hardline Shebab.

The new parliament was expected to hold its inaugural session on the airport tarmac, with the election of speaker and president expected in coming days.

"The presidential elections will not be held today," said lawmaker Aweys Qarni. "The election committee must still be convened.... There is still work to go before the presidential elections."

Abinasir Garale, who served in the previous parliament and has again been picked for the new legislature, said lawmakers would go ahead with their inaugural meeting Monday and hold elections soon.

"In coming days the new parliament will select a speaker, and they will organise the election committee for the new president," he said.

Despite delays, the process of forming a new government was hailed as an "unprecedented opportunity for greater peace and stability" in a joint statement from the UN, AU, United States and European Union issued Sunday.

"The conclusion of the transition should mark the beginning of more representative government in Somalia," added the statement, also signed by Norway, Turkey and East Africa's main diplomatic body IGAD, among others.

Analysts have taken a far gloomier outlook on the process, suggesting it offers little but a reshuffling of positions.

The international statement made clear lawmakers must change their behaviour from the actions of the previous parliament.

"Whilst parliament remains a selected rather than elected body, it is essential that it cuts its ties with the past of self-interest and warlordism," it said.

There was no clear time-frame for when voting -- first for parliament speaker and two deputy speakers, then for president -- would take place.

Outgoing President Sheikh Sharif Sheikh Ahmed, in power since 2009, is one of the favourites for the top job, though he is a controversial figure with Western observers.

A UN report in July said that under his presidency, "systematic embezzlement, pure and simple misappropriation of funds and theft of public money have become government systems" -- claims Sharif has rejected.

Multiple candidates -- over a dozen, according to diplomats -- are expected to run for the presidency, although official lists will only be declared once parliament has convened.

Somali Prime Minister Abdiweli Mohamed Ali and the outgoing parliament speaker Sharif Hassan Sheikh Adan are also contenders.

Voting will be held by secret ballot, with up to four rounds possible to select the president.

The names of more than 200 new lawmakers chosen by a "technical selection committee" from a list prepared by clan elders were published Friday.

A remaining 75 names were still pending at the weekend because of inter-clan arguments, while some 70 others were rejected for failing requirements, including that they be innocent of atrocities committed during the civil war.

Despite the new parliament convening at the airport, massive steps forward have been made recently in Somalia, with greatly improved security in the capital and members of the diaspora returning to invest in their war-ravaged homeland.

A military advance by AU, Somali and Ethiopian troops has driven the Shebab insurgents from a string of key bases in recent months, but fighters have also staged a string of guerrilla attacks.
