The most dangerous place to be a child

NAIROBI, Kenya (AP) ? A decision by extremist Islamic militants to ban delivery of food aid and a "normalization of crisis" that numbed international donors to unfolding disaster made south-central Somalia the most dangerous place in the world to be a child in 2011.

The first in-depth study of famine deaths in Somalia in 2011 was released Thursday, and it estimates that 133,000 children under age 5 died, with child death rates approaching 20 percent in some communities.

That's 133,000 under-5 child deaths out of an estimated 6.5 million people in south-central Somalia. That compares to 65,000 under-5 deaths that occurred in all other industrial countries in the world combined during the same period, a population of 990 million, said Chris Hillbruner, a senior food security adviser at FEWS NET, a U.S.-sponsored famine warning agency.

"The scale of the child mortality is really off the charts," Hillbruner said in a telephone interview from Washington.

FEWS NET was one of two food security agencies that sponsored the study. The other was the Food Security and Nutrition Analysis Unit - Somalia. The two agencies had warned the world as early as fall 2010 that failed rains in Somalia meant a hunger crisis was approaching.

"The world was too slow to respond to stark warnings of drought, exacerbated by conflict in Somalia, and people paid with their lives. These deaths could and should have been prevented," said Senait Gebregziabher, the Somalia director for the aid group Oxfam.

The new study put the total number of famine deaths at nearly 260,000. The Associated Press first reported the death toll on Monday, based on officials who had been briefed on the report.

In March 2011 some 13,000 people died from famine, the study found. In May and June 30,000 people died each month ? at least half of them children. The U.N.'s formal declaration of famine didn't happen until July.

Why was there such a slow humanitarian response? One reason Hillbruner indicated was the feeling that Somalis are always suffering.

"I think that one of the key issues is that there was this normalization of crisis in south-central Somalia, and that I think the international community has become used to levels of malnutrition and food insecurity in southern Somalia that in other parts of the world would be considered unacceptable," Hillbruner said.

In Washington, State Department spokesman Patrick Ventrell said the hardest-hit famine regions were controlled by the extremist Islamist group al-Shabab.

"Al-Shabab's inhumane blockage of humanitarian assistance prior to and during the famine, including banning dozens of humanitarian organizations from providing lifesaving assistance, thwarted a more rapid international rapid humanitarian response that could have saved even more lives," Ventrell said. "And equally, al-Shabab's refusal to allow affected populations to leave al-Shabab-controlled areas prevented them from seeking assistance elsewhere."

The study was conducted by Francesco Checchi, an epidemiologist at the London School of Hygiene and Tropical Medicine, and Courtland Robinson, a demographer at Johns Hopkins University. It drew on 200 mortality surveys by the Food Security and Nutrition Analysis Unit , including 61 from the famine period, and data on food prices, wages and humanitarian access.

Philippe Lazzarini, the chief U.N. humanitarian coordinator for Somalia, said in a video news conference from Mogadishu Thursday that the death toll was shocking and sobering. He said the report confirms that aid groups should have done more before famine was declared ? by which point 120,000 people had already died.

Lazzarini also noted that more than a dozen aid groups were banned from operating in south-central Somalia by al-Shabab, a hardline anti-West political decision that made saving lives "extraordinarily difficult." He said that in the months before famine was declared the crisis did not receive the amount of attention it should have, in part because of a lack of access because of al-Shabab.

"The famine was almost a silent drama of tragedy," he said. "It was not on the news. Media did not have access. Agencies did not have access. The extraordinary challenge of access explains why the early response, despite the early warning, did not really take place."

Ken Menkaus, a Somalia expert at Davidson College, said some elements of al-Shabab bear major responsibility for famine deaths, but that other factors contributed as well, including a corrupt Somali central government and general insecurity that made travel in Somalia dangerous.

Thousands of Somalis walked dozens or hundreds of miles to reach camps in Kenya, Ethiopia and Mogadishu, the Somali capital. Countless numbers of families lost children or elderly members along routes that became known as roads of death.

Somalia has made great progress since the famine ended in February 2012. Al-Shabab has been forced out of Mogadishu and now controls far less territory than it once did. The government appears more capable than the Transitional Federal Government in place during the famine, but challenges like child mortality and food security remain.

Gebregziabher said a global conference on Somalia which will be held in London next week should encourage investment in long-term development to ensure the country does not suffer famine again.

Want to slow mental decay? Play a video game

May 1, 2013 ? There may be a way for older people to prevent natural aging of their minds, and it could be as simple as playing a video game.

That's according to a study from the University of Iowa, which found that elderly people who played just ten hours of a game priming their mental processing speed and skills delayed declines by as many as seven years in a range of cognitive skills.

"We know that we can stop this decline and actually restore cognitive processing speed to people," says Fredric Wolinsky, professor in the UI College of Public Health and lead author on the paper published May 1 in the journal PLOS One. "So, if we know that, shouldn't we be helping people? It's fairly easy, and older folks can go get the training game and play it."

The study comes amidst a burst of research examining why, as we age, our minds gradually lose "executive function," generally considered mission control for critical mental activities, such as memory, attention, perception and problem solving. Studies show loss of executive function occurs as people reach middle age; other studies say our cognitive decline begins as soon as 28 years of age. Either way, our mental capacities do diminish, and medical and public health experts are keen to understand why in an effort to stem the inexorable tide as much as possible.

Wolinsky and colleagues separated 681 generally healthy medical patients in Iowa into four groups -- each further separated into those 50 to 64 years of age and those over age 65. One group was given computerized crossword puzzles, while three other groups were exposed to a video game called "Road Tour." Briefly, the game revolves around identifying a type of vehicle (displayed fleetingly on a license plate) and then reidentifying the vehicle type and matching it with a road sign displayed from a circular array of possibilities, all but one of them false icons. The player must succeed at least three out of every four tries to advance to the next level, which speeds up the vehicle identification and adds more distractions, up to 47 in all.

The goal, naturally, is to increase the user's mental speed and agility at identifying the vehicle symbol and picking out the road sign from the constellation of distractors (which are rabbits, by the way).

"The game starts off with an assessment to determine your current speed of processing. Whatever it is, the training can help you get about 70 percent faster," says Wolinsky, who has no financial stake in the game.

The groups that played the game at least 10 hours, either at home or in a lab at the university, gained at least three years of cognitive improvement when tested after one year, according to a formula developed by the researchers. A group that got four additional hours of training with the game did even better, improving their cognitive abilities by four years, according to the study.

"We not only prevented the decline; we actually sped them up," Wolinsky says.

Improving people's processing speed is considered important for a host of reasons. One widely accepted benefit is widening a person's field of view. "As we get older, our visual field collapses on us," Wolinsky explains. "We get tunnel vision. It's a normal functioning of aging. This helps to explain why most accidents happen at intersections because older folks are looking straight ahead and are less aware of peripherals."

Recognizing this, the National Institutes of Health in the late 1990s commissioned the largest cognitive training study of its kind, called ACTIVE. The national, multi-site trial, in which Wolinsky was involved, showed the elderly's memory, reasoning and visual processing speed could be improved with interventions, thus slowing the aging of their minds. But the ACTIVE study had its limitations: Among them, the control group didn't get any training and the primary goal was to assess the effects on seniors' field-of-view vision.

Wolinsky's team added an active control group -- those doing the crossword puzzles. The researchers found those who played the "Road Tour" game also scored far better than the crossword puzzle group on tests involving executive function beyond field-of-view vision, such as concentration, nimbleness with shifting from one mental task to another and the speed at which new information is processed. The improvement ranged from 1.5 years to nearly seven years in cognitive improvement, the study found.

"It's the 'use it or lose it' phenomenon," Wolinsky says. "Age-related cognitive decline is real, it's happening, and it starts earlier and then continues steadily. The good news is we can do something about it. The question is will we?"

The NIH funded the work, out of a Research Challenge grant from the NIH director's office as part of the American Recovery and Reinvestment Act (grant numbers 5 RC1 AG035546 02 and 1 RC1 AG035546 01).

NEW BRUNSWICK, N.J. Four Rutgers professors are among 84 distinguished researchers elected to membership in the National Academy of Sciences this year, one of the highest honors an American scientist or engineer can achieve. The anthropologist and three physicists will bring the number of Rutgers faculty who are members or foreign associates of this prestigious organization to 24.

The National Academy of Sciences (NAS) is a private organization of scientists and engineers dedicated to the furtherance of science and its use for the general welfare. It was established in 1863 by a congressional act of incorporation signed by Abraham Lincoln that calls on the Academy to act as an official adviser to the federal government, upon request, in any matter of science and technology.

"Membership in the National Academy of Sciences is among the most significant honors that our faculty receive," said Richard S. Falk, acting executive dean of the School of Arts and Sciences. "We are especially proud that four of our professors were elected this year, in recognition of their outstanding contributions to research and for being active contributors to the international scientific community."

The new Rutgers members are:

Eva Andrei, Department of Physics and Astronomy, School of Arts and Sciences

Andrei studies the electronic properties of graphene, a one-atom thick membrane of crystalline carbon with extraordinary electronic properties that could one day be at the heart of speedy and powerful electronic devices. In 2009, the journal Science cited her findings in its list of the year's 10 groundbreaking scientific achievements.

Andrei is a fellow of the American Association for the Advancement of Science and the American Physical Society and a member of the American Academy of Arts and Sciences. She holds the Medal of Physics from CEA, a French government research organization. In 2010, she received the Rutgers Board of Trustees award for Excellence in Research.

Robin Fox, Department of Anthropology, School of Arts and Sciences

Fox is a social theorist, an expert on human and primate kinship and a founder of modern biosocial science. His book, Kinship and Marriage, is one of the most widely used anthropology texts in the world.

He collaborated with fellow Rutgers anthropologist Lionel Tiger on the book, The Imperial Animal, about the significance of evolution for understanding society and human behavior.

Fox's recent writings include collections of essays on the tribal basis of society and culture and on the Shakespeare authorship issue. He continues to explore the implications for humankind's future of our knowledge of the evolutionary past.

Karin Rabe, Department of Physics and Astronomy, School of Arts and Sciences

Rabe's research focuses on theoretical analysis and prediction of the structure and properties of materials, and applying these methods to the design of new materials that could be used in future electronic devices for energy conversion and information storage and processing.

Rabe is a fellow of the American Association for the Advancement of Science and the American Physical Society, from which she received the David Adler Lectureship Award in Materials Physics in 2008. She was recently elected to membership in the American Academy of Arts and Sciences. Earlier in her career, she received a Presidential Young Investigator Award and an Alfred P. Sloan Research Fellowship.

David Vanderbilt, Department of Physics and Astronomy, School of Arts and Sciences

Vanderbilt's advances in modeling atomic structures have helped scientists and engineers modify materials and create new materials not found in nature, with applications in physics, chemistry, materials science, electronics and geology. His methods are embedded in most computer programs that physicists use, and his paper describing them is among the most frequently cited papers in physics journal articles.

His work also includes studies of piezoelectric materials, which produce electric voltage when stressed or change shape when voltage is applied to them. These materials are found in oscillators for electronic watches, vibration-damping structures in tennis racquets and skis, and components for medical instruments and homeland security sensors.

Vanderbilt is a fellow of the American Physical Society and winner of its Rahman Prize in Computational Physics in 2006. In that same year, he served as chair of the society's Division of Materials Physics.

The NAS membership totals approximately 2,200 members and 400 foreign associates, of whom approximately 200 have received Nobel prizes.

Congo's M23 rebels threaten new UN brigade

GOMA, Congo (AP) ? Rebels in eastern Congo said Tuesday they are getting ready to fight a new United Nations brigade that will be allowed for the first time to pursue armed groups.

The U.N. peacekeepers are set to arrive in the coming months, with a mandate that goes beyond merely protecting civilians.

The rebels' threat comes as peace talks appear to have reached a dead end between the Congolese government and the M23 rebels who seized the provincial capital of Goma late last year and held it for two weeks.

"We are waiting for the brigade; we are ready. Our men are on maximum alert," said Stanislas Baleke, an official with the M23's political branch.

The M23 already has issued threats to South Africa and Tanzania, both contributing troops to the U.N. intervention brigade, warning them that the M23 will not hesitate to fight back if the brigade attacks them.

The U.N. Security Council recently renewed the mandate of the U.N. peacekeeping mission in Congo known as MONUSCO for one year but also allowed for the creation of a special unit now expected to arrive on the ground before July.

The new brigade's mandate will allow it to carry out targeted offensive operations against armed groups in Congo's troubled east, unlike previous peacekeeping missions that only allowed the U.N. forces to protect civilians.

During a visit to Goma on Tuesday, U.N. special envoy Mary Robinson said efforts must also continue to resolve the political impasse.

"The intervention brigade must play a role of deterrent rather than a military solution. The real focus is on the framework agreement for a political solution," said Robinson, the former president of Ireland and U.N. human rights chief who has been appointed to oversee implementation of a peace deal in Congo.

Congo's mineral-rich eastern region has been unstable, and often engulfed in fighting, since the 1994 genocide in neighboring Rwanda. More than two dozen different armed groups are currently operating in the area. The gravest threat, though, has been posed by the formation of the M23 rebel group one year ago.

M23 is led by fighters from a now-defunct rebel group who agreed to put down their arms on March 23, 2009, in return for being allowed to join the Congolese army. The rebellion began last April, when hundreds of soldiers defected from the military, saying the accord had not been respected.

In November, the peacekeepers stood by as the M23 rebels seized the provincial capital of Goma. The rebels eventually withdrew from the city two weeks later. But the fall of Goma shocked the international community, opening the path for the creation of the brigade.

The new U.N. brigade's mandate is a strong departure from the usually cautious U.N. approach to peacekeeping. But with more than 25 armed groups in the Kivu region alone, the brigade of about 3,000 risks being spread thin, say experts.

Jason Stearns, a researcher at the Rift Valley Institute, said he was skeptical that the additional soldiers "will be good against some of the most battle-hardened militia" such as the M23 and another rebel group known as the FDLR.

MONUSCO officials acknowledge that the brigade will have to target specific armed groups to be efficient, though they stop short of saying that the M23 will be the priority for the special unit.

Following the U.N. resolution in March, the Congolese government asked the rebels to dismantle their movement or they will be the target of the U.N. brigade.

"There are many armed groups in the east. If the brigade focuses on the M23, it means that the international community has taken sides in the conflict and wants to stir it," says Baleke, the M23 political cadre.

The brigade's mandate to attack also raises some questions about U.N. neutrality. U.N. and MONUSCO staff are concerned about their safety, fearing that the rebels confuse the brigade's troops with the entire U.N. contingent in Congo.

The showdown between the M23 and the MONUSCO already intensified earlier this month when the rebels blocked a dozen U.N. vehicles transporting material in Bunagana. In Rutshuru, another town in rebel territory, the M23 has tried to mobilize the population against the intervention brigade.

"The rebels want to force us to demonstrate against the new U.N. force, but we refused because the force is coming to liberate us," says Charly, a 20-year-old student from Rutshuru, who gave only his first name fearing reprisals from the rebels.

Residents of Rutshuru accuse M23 rebels of carrying out several targeted killings and arrests of people suspected to be against the movement.

Talks between the rebels and the government that were underway in Uganda have stalled, and both delegations pulled out most of their representatives last week.

"We received the government's proposal for a peace deal, but it did not take into account our suggestions. We have decided to come back to Bunagana to discuss our answer, but we have left a few representatives in Kampala (where the talks are taking place)," said Baleke. "We are still open to negotiations."
