Russia's Lavrov skipped big powers' Iran meeting at U.N.

UNITED NATIONS (Reuters) - Russian Foreign Minister Sergei Lavrov stayed away from a meeting of six world powers on the sidelines of the U.N. General Assembly last week because he had to attend another "urgent matter," Russia's U.N. mission said on Wednesday.

Last week, a foreign ministerial-level meeting was convened in New York with the five permanent U.N. Security Council members - The United States, France, Britain, Russia and China - and Germany. The meeting was inconclusive, diplomats said.

European Union foreign policy chief Catherine Ashton also attended the meeting. She said afterword participants had "discussed at length the need for Iran to take action urgently as we considered the Iranian nuclear issue."

But in what U.N. diplomats said could be a sign of the growing divide between Russia and Western powers on Iran and Syria, Lavrov was not at the meeting. Russian U.N. Ambassador Vitaly Churkin attended instead.

A spokesman for Russia's U.N. mission confirmed Lavrov's absence, saying: "The Minister had to attend to some other urgent matter, as far as I know."

Chinese Foreign Minister Yang Jiechi attended, envoys said.

The meeting of the so-called "P5-plus-one" group came on the same day that Israeli Prime Minister Benjamin Netanyahu drew his "red line" for Iran's nuclear program, on Thursday, saying Tehran may be on the brink of an atom bomb in less than a year.

He suggested Israel might have to make a decision on whether to attack Iran's nuclear facilities by spring 2013.

Iran is under U.N., U.S. and European Union sanctions for refusing to halt nuclear enrichment, which Western powers and their allies fear is part of a plan to amass the capability to produce nuclear weapons. Tehran denies the charge, saying its atomic work is for medicine and generating electricity.

Diplomats said Britain, France and Germany's calls ahead of the U.N. General Assembly session for additional EU sanctions against Iran could have been a reason for Lavrov's absence. Moscow has repeatedly criticized unilateral U.S. and EU sanctions against Tehran.

RESISTS SANCTIONS ON SYRIA

One senior Western diplomat told Reuters the Security Council would never adopt another round of sanctions against Iran because of Russian and Chinese resistance.

Russia, Western diplomats say, has become increasingly resistant to Western powers on Iran and the 18-month-long conflict in Syria, which they say Tehran is exacerbating by supplying weapons to Syrian President Bashar al-Assad.

Moscow and Beijing have vetoed three resolutions criticizing Assad's crackdown on the revolt in Syria against his autocratic regime and have said they would not support sanctions.

Russia and China have reluctantly supported four rounds of U.N. sanctions against Iran over its nuclear program but worked hard to water down the measures in negotiations on the Security Council resolutions prior to their adoption.

For nearly 10 years, the six powers have negotiated unsuccessfully with Iran to persuade it to halt its nuclear program in exchange for political and economic incentives.

Israeli officials say Netanyahu's "red line" will have been crossed when Iran amasses enough uranium enriched to a level of 20 percent of the fissile isotope uranium-235 for one bomb.

That, the officials say, is the point when Netanyahu says Tehran could no longer be stopped from obtaining an atomic weapon, even though it would still need to enrich the uranium further to the point where it was weapons grade - over 90 percent uranium-235.

U.S. Secretary of State Hillary Clinton held out the possibility on Wednesday that sanctions on Iran could be eased quickly if Tehran worked with major powers to address questions about its nuclear program.

Speciality Recipes From My(e) Kitchen.: Paneer Pasta Recipe.

I'm very fond of eating pasta and I try lots of Indian Pasta versions to suit my family's taste buds. This Spicy Paneer Pasta is my family's favorite, pasta with spicy paneer sauce?blends?well and makes a delicious pasta meal. I had used minimal ingredients to prepare this Indian style pasta in few mins with delicious taste.


Ingredients

Pasta- 340gms(1 box) ( I used rainbow?rotini pasta)

Paneer- 250gms( Indian cottage cheese)

Onion large sliced- 1no

Tomato medium chopped- 3nos

Garlic cloves sliced- 4nos

Ginger and Garlic paste- 1tbsp

Red chilli powder- 1tsp + 1tsp

Everest Tandoori powder or Garam masala powder- 1tbsp

Coriander powder- 1tbsp

Salt to taste

Oil- 4 tbsp

Chopped coriander leaves and finely chopped tomato to garnish.

Method

Cut the paneer into bite size pieces. In a small bowl mix ginger and garlic paste, tandoori masala powder, 1 tsp red chilli powder and 1/2 tsp salt. Marinate the paneer cubes in the prepared masala for 5 mins. By the time cook the pasta till al dente( firm) with little salt as per box instructions.?

Heat 2 tbsp oil in a pan when hot fry the marinated paneer pieces until slightly browned. Drain the roasted paneer pieces and set aside. In the same pan add 2 tbsp more oil, add the sliced onion and garlic fry on medium heat until onion turn brown. Now add the chopped tomatoes, 1 tsp red chilli powder, coriander powder and saute till tomatoes are cooked and tender. Add the fried paneer cubes to the tomatoes and add 1 tsp salt and few tbsp water. Cook for few mins until slight gravy is formed. Add the cooked pasta to paneer gravy and toss well without breaking paneer cubes. Finally add chopped coriander and chopped tomatoes. Toss well pasta again and serve hot.

The National Sports Center for the Disabled (NSCD) celebrates its 42nd anniversary of providing therapeutic recreational services to individuals with disabilities. Our mission is to enable the human spirit through therapeutic sport and recreation. We provide quality outdoor sports and therapeutic recreation programs that positively impact the lives of people with physical, cognitive, emotional or behavioral challenges. The NSCD was founded in 1970 when a ski instructor at Winter Park Resort volunteered to teach a group of children from the Children?s Hospital of Denver how to ski. Over the past 42 years, the NSCD continues to lead the way as a nationally-recognized therapeutic recreation agency serving children and adults with disabilities throughout Colorado and the country. Last year, we served more than 3,000 participants from 40 different states. Over 1,000 volunteers helped us to provide nearly 20,000 lessons last year. We continue to keep our program costs low, increase the number of individuals we serve, and improve the quality of our programs.

The NSCD Outdoor Backpacking Program is a fun and educational program that combines hiking and camping in backcountry Colorado. The program is offered to individuals with disabilities. The program teaches backcountry navigation, camping, "leave no trace", cooking, orienteering, and other eco-friendly outdoor practices. The program is offered yearly in June and July. Backpacking trips include a variety of locations in Colorado State Parks and Arapahoe National Forest. Therapeutic recreation benefits people with disabilities in profound ways, helping them gain confidence, self-esteem and self-determination; it helps people overcome obstacles, achieve goals and reach their full potential; and it provides an incredible boost to the morale and psyche of our participants as well. By teaching people with disabilities how to hike a mountain or camp overnight, we help them realize they are capable of amazing things. We are so grateful for the support of the Explore Fund and helping us get youth with disabilities outdoors to experience nature and our environment!
